Creating Delegates for Enrollment

Overview #

Users granted permission to participate in the Enrollment Approval process are called Delegates. Based on their Username setup, Delegates will be able to Approve or Reject Applications for New Users.

Create Delegates #

Qualified Users can participate in the Enrollment Approval process only when configured by an Administrator. When set, Pending Applications can then be assigned to Delegates to complete the Authorization process. 

For an Admin to qualify a User as a Delegate, the Username Profile must:

  • Belong to a User Group flagged as Primary Rep
  • Belong to a User Group with the Admin Site Permissions
  • Have the correct Territory & State Codes configured 

Primary Rep group

Ensure the Delegate's Username belongs to a User Group that is configured as a 'Primary Rep Group'.

Access the Delegate's assigned User Group and scroll down to the bottom of General User Group Properties. Confirm the check box for 'Primary Rep Group?' is selected.

If not set, Admins can either re-assign the Delegate's Username to a qualified User Group -or- Edit the User Group to check 'Primary Rep Group?'.

When complete, Save changes. Be aware this change will apply to all members of the group, so ensure that only sales reps eligible to approve eCat Online applications are assigned to the groups.

Admin Site Permissions

Ensure the Delegates Username is assigned to a User Group and check the box 'Respond to delegated enrollment applications'.

If not set, make the change and Save. Be aware this change will also apply to all members of the group.

Territory & State Codes

When a Delegate's Username is configured with Territory or State Codes, the Delegate can only be assigned Applications matching their assigned Codes. To correctly assign Applications for Delegation, ensure that the Delegate's Username Profile is configured with Territory and/or State Codes that match the Customer Application. When an Admin attempts to delegate an Application outside of the Delegate's assigned Codes, the Delegate will not appear as an option.

Delegate An Application #

From the Admin Portal, a New User Application can transferred to a Delegate.

  1.  Click Users from the Navigation Panel, and then select Enrollment.
  2. Click on the name of the Applicant to assign a Delegate.
  3. Review the application for accuracy.
    1. The State field must use the appropriate two letter abbreviation (E.G. California = CA).
    2. Click the customer account number field and search for the customer.  If the customer exists, associate it with the application.  If not, select the appropriate new customer placeholder (NewSD or NewNSD).
    3.  Select the appropriate user group.
  4. Click the 'Delegate' button to display the Delegate Enrollment page with a list of reps associated with the applicant's state.
    1. If the appropriate Delegate is not visible in the returned list, use the search blank to find the rep.  (Only users in primary rep groups will be searched.) 
  5. Click the 'Delegate' button to the right of the appropriate rep to delegate the enrollment to the rep. 
  6. An email will be sent to the rep with the applicant's information and buttons enabling the rep to easily approve or deny the application.
  7. The enrollment assignee's name and the delegation date will be displayed in the enrollment list for followup.  When the application is either approved or denied by the assignee, the application will be moved to the appropriate list.


Edit A Delegates Permissions #

To update which Applications can be assigned to a Delegate, edit the Territory Codes and State Codes used in the Delegate's Username Profile. A combination of both Codes can be used to limit a Delegate's participation to Applications form specific States that are related to their Territory.

Territory Codes

The Territory Codes set in the Username Profile must match the selected Customer in for a Pending Application to be Assigned. If the Customer and Delegate use different Territory Codes, then the Delegate will not be available as an option.

State Codes

The State Codes set in the Delegate's Username Profile must match the State entered in the Pending Application. If the Customer and Delegate use different Territory Codes, then the Delegate will not be available as an option.
